Set up as a public-private partnership between the Greek Ministry of
Migration and The Radcliffe Foundation, Elpída aims to provide more humane accommodation for some of the most vulnerable refugees. It is currently managed privately while the Greek government rents the premises housed in a disused clothing factory. As with other refugee camps in Greece residents are free to leave, although entering the camp as an outsider is restricted, and the camp is guarded by the Greek military.
